I was very unpleasantly surprised to read on the site icilome.com, this Sunday, March 30, 2014 that "Professor Aimé GOGUE accused IPC-UEMOA to have received per diem unduly"
1. The facts :
The 33th Ordinary Session of the Interparliamentary Committee of Economic and Monetary Union of West Africa (UEMOA-CIP), which I am a member, held from March 23 to April 6, 2014 in Bamako, Mali.
(I) In a first step, I stayed in Bamako from 23 to 26 March 2014.
(Ii) I returned from Bamako to Lome March 26, 2014 to participate, from 26 to 28 March 2014, the work of the National Week for the evaluation of public policies and management based on the results of co-development in Togo organized by the Department of Forecasting and evaluation of public policies and the Togolese Community Based Management for Development Results (MfDR CoP Togo) which I am the coordinator. In this workshop, I presented for validation, evaluation report on the practice of managing for results in Togo and the action plan.
As stated by the Mistress of Ceremonies, the African Development Bank (AfDB), to be present at this workshop, I have personally taken the cost of my under-Lomé-Bamako Bamako travel support. In addition, being one of the leaders of the program that funded this activity, I could create constraints for its supported by the ADB. Finally, I could legitimately claim the leading role in this activity. However, aware of the importance of forecasting and evaluation of public policies for the country, I considered more important for the country, advertising is much more focused on ministry and purpose of the activity rather than myself.
(Iii) I actually participated, March 29, the 4th Ordinary Congress of the ADDI which I am Chairman. This is an important instrument for the consolidation of democracy in our country. I
left Bamako on March 30 to continue the work of CIP UEMOA. Accordance with the Rules of the National Assembly, I asked permission to leave the President of the National Assembly (who granted me) before leaving Lome. 2. Per diem (i) Before leaving Bamako on March 26, I received no per diem from the IPC-UEMOA under this session. It is therefore impossible that the IPC-UEMOA can accuse me. I shall perceive what I right in accordance with IPC-UEMOA habits.
(Ii) Like other MPs IPC-UEMOA, I actually received the per diem provided by the National Assembly of Togo. As I hope my colleagues will do UNITE members of the IPC-UEMOA and in accordance with the administrative provisions, I would make the financial report at the end of the mission, scheduled for April 7, 2014.
Patience then! It is not politics. This does not surprise me unfortunately with us in Togo is a total lack of ethics! Tchabouré Aimé GOGUE
